There are always a few guys who just pick the best cyclists available, regardless of nationality or if they fit in the team. Sometimes the team is based on the other side of the world than the cyclist is from, just like happening now, ofc 
Well, allright, it's okay.

No British or Irish people in the Class A list. 
And I'm sure Andorra Stage 5 is a typical SN-type stage.

Yes. It governs how much a developing riders stats go up with each level and how much old riders lose stats as they get older. Higher potential riders (6/7) will gain more/lose less.
