that would be one way to solve it, yes
but it's really hard to get it fully spot on. Example: if the average sprint was 50m longer, Hushovd would be the best sprinter in the world, in my humble opinion. he can go fast longer than anyone else (which is why he tends to win sprints only when there's a strong headwind)
something similar happens in time trials, as I see it.
EDIT: here's another suggestion: the direction of the wind should have an influence in TTs. specifically the difference between a good and a bad time-triallist should be smaller in a tailwind and bigger in a sidewind and even bigger in a headwind. the stronger the wind, the bigger the effect.
