Well, it depends on the XML files used.
But it's possible that the guys posting here had the regen for a while(lets say 2 years), and that they started with 71 in their best stat, it doesn't mean that they just have him when they post the screenshot.

Btw, it's better to upload the screens to photobucket/tinypic etc.

I usually just use the U23 rankings, all the riders in the top 5 after the U23 season are useful.

I use 1-2 scouts. Sometimes if they are sent to an area they know well or are from...they uncover a decent teammate rider. I have yet to scout any amazing riders. But I have 2 that I signed last season that help some on flats and can climb just well enough I can use them to splinter the pelaton in the 1st km or so. Just put them on 90% effort and get my good riders behind them.

well im getting decent 68-74 ratings from picking top 5 from rankings works well! And i save money from not paying scouts |

The new generated riders will have these stats and limits I think.

Same here, I've been getting some good riders per season that way in one of my saves, although the max stat I've gotten so far was a 72. In another save I have some scouts in the most important regions (Vlaanderen, Wallonie, Pays Vasco, etc) and I've also been getting some decent riders once in a while, but yeah... by spending a lot of money per month on scouts. |
