Levi Leipheimer: For winning 2 stages and the overall at CA, 2 stages at Georgia, 1 stage and taking 3rd overall at Le Tour, USPRO championships, 1 stage at the tour of missouri, 2nd at the Tour of Germany and he won the Copperopolis Road race (i had to add that one in on his wikipedia page, but he still won it)
Andy Schleck The Giro and his other late season preformances
Chris HornerFor always being there for Evans and still getting good results.
Ashelyn Gerber for winning the road race and the crit at nationals and taking 2nd in the time trial.
Ivan Dominguez For dominataing the US scene, having some bad crashes and still winning stages at Missouri and California
Cadel Evans for being so damn consistent

Ivan is essentially American (he certainly couldn't return to cuba after defecting) and Cadel is australian (which is good enough) Schleck is on a team who's main sponsor is american, speaks english, and has ridden all his years as a pro with American riders (julich, DZ, CVV, and now Jay Mac)

I think i could only really nomitate four riders to become rider of the year:
Cadel Evans: As mentioned before, he have been bloody consistent all year all.
Paolo Bettini: Any world champion should be consider an option when you think of the rider of the year. But the way he won in spite of the organizers plans, thats [positive superlative]
Jeannie Longo-Ciprelli: Now before you claim that you cant nomitate a woman, think of this: She's around 48 years old, and in 2007 she became 7th in the WC ITT and 2nd in both the French RR and TT national championship (she won both last year). I think that qualifies.
Andy Schleck: Im going to jump the bandwagon. A 2nd place in the Giro is excellent. And he is only going to become better.
