Well yeah, sure, they have some talent in their team, but I'm sure that for every Gesink or Boom, there's another big prospect who hasn't done anything. |

Herein lies the issue. Ullrich and Cunego are both extremely, extremely successful cyclists. They just never reached the pinnacle to to which they were expected. Popovych, on the other hand, was also expected reach that pinnacle, but his palmares reads like that of a quality journeyman, not a star.
I guess the question is, what is a bust? Is it not being successful, or not being as successful as expected? The best NBA example is Chris Webber. He's one of the top 100 players ever, but he was tipped to be on the of the top 10. Is he a bust, or did he just not live up to expectations? Is David Robinson, who was a top 25 player, but was expected to be a top 5 player a bust, or did he just not live up to expectations? If you define bust as the latter, the vast, vast majority of athletes are busts, but it's not necessarily fair as expectations are guesses to begin with. If you define it as a latter, as someone who is expected to accomplish great things who accomplish nothing, then that makes more sense to me, in which case a majority of the names mentioned so far would not apply.
