This is the absolute maximum of this game, you cannot cheat higher then that. But you could lower the contracts of your riders.
Open your save with an editor. Table would be DYN_contract_cyclist.
For me this is a bug. How can 600 000 be a maximum? I started a career custom team with 100 percent orientation. That means that my budget is 640 000 - in other words already higher than the maximum value the game has set if we should believe you.
After one season with huge success I renewed my contract with my sponsor which now wanted to give med 850 000 a month in budget. That made me happy because I could then finally renew contracts to some of my biggest star - BUT no! Cause I get that crazy message that I cannot go higher than 600 000. If that isnt a bug I dont know. I was just told my budget was 850 000, it says it is 850 000 but when I negotiate I am not allowed to use my money.
A seccond thing: As long as there is no salary-cap in real cycling (I am not aware of such a system, but maybe I am wrong?) then it is crazy that Cyanide has imposed one in the game!
Third thing: Start a custom team with highest possile budget. In example you have 6 riders which need a renewal of contract. If you renew them the first day they dont ask for more money than what they already have. How come is it imposible to renew all of those contracts? One or two of them you will be told that you cant give them. Why? Because you were first allowed to pay 640 000 because of 100 percent orientation, but the game has a salary cap of 600 000! Which leads me to the conclusion! This IS a major bug in the game!

Answer to all you questions is that Cyanide does not care at all about managerial part of the game, so no logic can be implied on that. Almost all parts of managing the team are broken unfortunately.
So we have to help ourselves with editor, in your case lower the riders salaries, that is an only option now...
if you are over budget you can still make an offer of 2000, but then edit the save file by fist getting the fkID_Cyclist number of the cyclist you have offered contract too, then go to DNY_contract_cyclist_offer and change the 2000 offered amount to what he has requested and he will sign for you.
This makes you salary budget higher than then 600k cap so you will have to do this to every rider you want to renew or sign on while you are over the cap.
Or as mentioned above you can change the salaries of you existing riders till you have enough free budget to sign rider but end up paying ridiculously low salaries for good riders and with high enough sponsorship budget you end up with so much cash that you can do nothing with.
