This is a big bug of PCM.

In the Football Manager, Athletic de Bilbao only contracts pays-vasque person

Yes. They are from Ipar Euskal Herria which is like North Basque Country.
And if they weren´t I think they both were formed in Orbea.

Also ex- Euskaltel Euskadi cyclist Unai Etxebarria wasn´t born in Basque Country. He is from Caracas, Venezuela but he went to the Basque Country when he was a kid particularly because his parents lived in the Basque Country.
