My only tip is have a very long shortlist of riders (minimum of 15 riders, preferably at least 30). You're unlikely to get the top 5 riders on your list, and should always have plenty of back-ups

A long list is less important for riders contracted to other teams. There'll only be 1 or two teams bidding on that rider. It's more to do with free agents. If you consider Cunego, and you want him, you'll be prepared to pay about a million for him. But there'll also be about 10 other managers willing to pay about a million for him, so the chances of you getting him will be slim. So you'll turn to the next best rider, as will 9 other managers. It then goes on...

Crommy and Heine's advice is very good. A thurough shortlist is imperative, but you also have to be flexible. Look at the free agent prices from last year for ideas of wages riders command on the open market.
And make sure you keep track of any bids and even hypothetical situations on the budget sheet you will get. The loss of top riders if you end up over cap or budget will seriously damage your team (Lefarge were relegated this past year).

Edit: and don't panic if you seem to be losing out on all the riders you want. It (has been in the past) a 2 week process.

Also. Very few of those Asian "topriders" in other teams are very likely to be anything more than helpers, and could possibly go to you in either a buy or a loan of some sort. I know that Wen Hao Li of my team is available as a loanie, and he should be among the better asian riders...
