In terms of the official 5 races targeted, Im going to say no, not while it still costs 0 race days to ride them.
Feel free to make as a big a deal about it as you like in Media reports though.

If i fail a target, e.g. win a classic and only finish 2nd there, will i have a higher budget as if i only finish 10th there?

As Heine said, a fail is a fail.
And just to announce now, to every Continental Manager, should Rapha [SN], or Focused Cycling [rjc_43] (ha!!) come in the Top 5 of the rankings, and you should fail to (if it's your goal, same goes for Top 10, 15, etc), it counts as a fail. Even if you came 6th (and Rapha came 5th). Just to clear that issue up, before it arises in a years time. |

And the answer is 38 teams have PMed me, while I have yet to do my own 2.
Thus leaving 12 teams either jeopardising their own transfer hopes, or the chances of transfers being done before June.

The whole point of goals is you either base it off current riders, or take a guess at how good a rider(s) you'll get in the transfers. As you should know by now

mid-May is a definate no. For me its a case of, if transfers havent started by about a week and a half, I dont want to do them until mid to late June.

I'm also for the "as fast as possible" - as time is always less going into late may and start june. So if we can get started before people go on holliday and exams and stuff it would be much much better.
So finger out! Especially to the new managers, who were so hungry to get started. Prove yourselves worthy of that spot.
