Before I saw the answer, I was thinking this could be from any TT where the rider starting last had the quickest time, because then they would finish first (winning) and finish last (last to cross the line) at the same time.
But obviously not |

Erik Zabel? Consistently high in the pointsclassification though not having won a stage since 2002. Though he did not ride in 2009.

Yeah, I agree with Zabel, probably by a landslide as well. He's been lurking in the shadows right behind the winner so many times.
Can't really think of anyone who comes close... maybe Klöden? Then again, that depends whether you count last years TTT as a win. |

As I also suspect Zabel will be right be a notable margin, Ill change it to who has the most top 5s with no wins - other than Zabel.

I wouldn't be surprised if it is Ciolek. Has never quite managed the win but always seems to be up there in the sprints. |

Since a lot of the leading riders have been mentioned, here are all those with 4 or more:

Theres an argument for Evans on 12, but he is officially the stage winner from the 2007 Albi ITT that Vino was disqualified from. Kloden's only win from 9 Top 5s is a TTT, while Hunter and Pereiro had 8 each with 1 win, Hincapie and Voigt 7 with 1.

None? I think everyone who finished at least twice in the TDF GC top 5 in the last 5 editions has won a stage (Menchov, Evans, Sastre, Contador, Frank Schleck etc.) |
