A few reasons for why the database is not available.
Firstly, the database has somewhat limited use. Careers do not work for it, and it's ideal use is in Single race mode, with startlists.
Secondly, if the database was easily available, it would in a way ruin the game. It takes away the unpredictable nature of the races if its possible for people to do the races themselves, and have an idea over what is going to happen.

In theory the package for last season could be released, but theres no plans to do so. Im not quite sure how much use the database has really, beyond the Man Game itself. with the fact that Careers are not possible.
