The first restricted round. Except its not really restricted for many.

ITV ProCycling --------> Jelle Vanendert
Motorex-Credit Suisse -> Sebastian Turgot
Fastweb ---------------> Tony Martin
SGL-Magix ------------> Andrea Guardini
Allianz-BMW -----------> Michele Scarponi
Barrys Maple Leaf -----> Andrew Talansky
ING-InBev -------------> Frank Schleck
Pro Team Haier -------> Lars Bak

Only 4 teams missed their first choice rider.
Pinot was the most popular rider.
Motorex were the most bumped team, down to their 3rd choice.
ITV take the oddest list award, but it was still fairly normal.
Round 4 is more restricted, and the final WT only round. This one is simple.
You can only list U23 (that includes 23year olds) that are not from your sponsors, or nationalities Continent.
So: CC Cafe and Globant can't get south americans.
Caterham can't get Europeans or those from Oceania
Allianz, ING, Fastweb, ITV, Lierse, SGL, Haier, Tulip and Motoex cant get Europeans
Lunar and Barry's can't get North Americans or Europeans.
Pure Black can't get anyone from Oceania
In-n-Out can't get north americans.
That should all be fairly simple, so start ending me your lists. Also remember the order is again reversed.

Why would you want to skip the round?
Just look for the riders in-game (easiest way is to start a new career, so you don't have to mess with editors), and when you find a suitable rider, check his stats in the excel file that was posted earlier
