Well, I'm not the DB maker, so you still could be surprised, but I'd assume the worst case scenario would happen, so things can only get better

Have some patience.
I'm using the medium-sized PCM daily database (released after patch 1 or 2, 1.7GB) and I was just wondering why the National Champions have been changed when the game starts in 2013? Devolder is Belgian Champion when the Belgian NC where he won is still to be raced? Just a minor question, no big deal, of course |

Starting date is, of course, 1st of January 2013. However, rosters (excluding stagiares) are updated as of a date in September. |

I don't think they will.
Which seems logical, since it probably needs some work, and it's normal to release it with the whole pack only.
Though I admit it would be attractive to me as well, I don't think it'll happen
