We already explained it: you need to send your scout to an Italian region, and then the scout can find riders from that region.
You can also just look at U23 results and sign good riders.

No, you need one scout, regardless where he comes from, to scout in a certain region. You can send an American scout to Russia as well for example

I don't konw, but it's very weird what everyone's speciality is, because Kittel for example is a tt specialist in the beginning of a career...
EDIT: Btw, my rider is a rookie, hasn't improved his stats yet, this's how I found him!

Strange... What DB are you playing with? Because I recall it was with the Daily Expansion Pack(or the realname DB), but there was a fix with it.

Those are the same riders chatin
The riders in the U23 races are also the ones that you can find with scouting.
The signed riders are generally better though, because you can see the best riders of the world and not of 1 region(or multiple regions if you change the region where the scout is after a while)

And you can't see their potential or how their stats will grow before you sign them, so it's maybe the smartest to sign them on a one year deal. Unless you, of course, get one with 80+ before he joins you... That happen very seldom.

It's better to have not a scout at all than a bad scout.
Scouts use wage, and U23 rankings are a better source, imo.
