Hmm... Hard one. If the peloton's heart beat stays like 110, so very, very slow, maybe relay, but with effort 30 or something, so that if the AI wants to set a slow pace, they can take over immediately...

On the other side, maybe you shouldn't disturb it at all.
Though this is getting really bad 
If the gap hits 10' without reaction, I'll relay all at 50, sound good?

I have a serious suggestion/issue!
Dopador is a member of the control team correct?
He cannot have those sorts of stats, as the game will surely see him as a stage favorite. This changes how the other AI teams will react, as they will look to to control team to help/start the chase. They will be less willing to work. This means breaks are more likely to succeed.
The point of a control team is so that you can watch the race in 3D. The control team cannot at any time relay attack etc. They can only sit in the peloton for as long as possible. They also cannot have stats that are competitive. The stats can only be at a level where they will survive the stage. Maximums of 70! Maybe 72, but there is no point when 70 will do happily.
