Okay my change doesn't solve the problem, sorry
It's because the game just removes a team when the rider limit is 9, then only 22 teams can take part. I think it is better though to remove a rider from each team instead of removing an entire team.
Kick out IAM then and for Tour and Vuelta we may just nominate 8 riders? Next season one team less applies then (since there are less WT teams this shouldn't be a problem though)

The reason it won't work is because under normal play the AI would take the rider limit over 200 (23*9=207) and it would crash the game. It's why the limit on all other races is 25 teams (25*8=200). Built in systems to prevent the game from having issues.
It's not helped by the fact the WT has 19 teams, allowing only 3wc spots as opposed to the 4 before 2013. It's much easier to solve in season 2 as you can just cut the WT down to 18 teams again, allowing you 4wc spots.
I also don't understand why we have to kick IAM completely now, but not kick a team from the TDF and Vuelta. To be fair why don't we just either drop to two PCT wildcards or cut all squads to 8 riders for all three GT's. Splitting the action doesn't strike me as logical
GT's are always ridden with 9 riders a team, so it would make more sense to leave 1 team out of each GT. You might even give the team that's out first pick on WT races in the 3rd part of the season.
IAM - gets kiced out of the Giro for not sending in their Giro squad
Sojasun - gets kicked out of the Tour for inactivity
Cofidis - gets kicked out of Vuelta because they're already riding the Tour (really sorry about this one)

I'd go with that too, because at least we will start racing soon, which is surely the most important concern.
Spoiler
Yes, I know, its easy to say that with not riding any GT..

The Sojasun one seem quite hard on their custom riders...
Let's get started, todays stage is something for the sprinters. It is pure flat and ends on a circuit that will be ridden three times. A break will get away but it is very unlikely that it comes through!
Favourites are people such as Boonen, Henderson, Boasson Hagen or Bos.
Dion (Bretagne) was the first to attack. Jans (Accent Jobs) and Amorison (Crelan) follow. The peloton is happy to let them go and a lead of over a minute is quickly established.
The first intermediate sprint is very close. Dion just beats Jans to the line. Amorison third. The break is five minutes ahead.
At 125 kilometres to go the lead seems to have reached its tipping point, 8'09''. Sky, Lotto, Belkin and Omega Pharma share the work in the peloton.
With 100 kilometres to the riders pass some city. The lead is down to 6'20''. I wanted to take a picture but the race was so eventless I forgot.
The second intermediate is won by Jans, second Dion and Amorison takes the last spot with points again. 70 kilometres to go, lead is 4'18''. WE have now reached the finishing circuit.
The last intermediate sprint: Dion just surpasses Jans to take full points. Amorison third again, what a looser! 37 kilometres to go and the lead is at 2'23''.
One more lap of 33 kilometres. Amorison sat up after realising that the others are stronger and is already almost swallowed by the field. The lead of the other two didn't change much, 2'28''.
The pace in the peloton went up drastically, Sithembile leads the field with almost 60 km/h through the finishing area. Some spectators already arrived.
The two remaining escapees give everything, but it doesn't look good, with 21 kilometres to go the neutral material car already has to pass them, the lead is at 1'20''.
With 15 kilometres Jans can't keep up with the pace of Dion anymore. Behind the peloton is nearing incredibly fast. Dion's lead is down to 47 seconds.
A little more than 10 kilometres and the trip is over for Dion. He is swallowed up by the field and will need to try to keep up with it to take profit of his gained bonus seconds.
Through a defect Van Staeyen finds himself behind the peloton, that means it's over for Topsport and their hopes today!
With 5 kilometres to go we see sprint trains form at the front are Belkin and Lotto at the moment. The Sky dudes are just behind trying to set up a sprint for Edvald Boasson Hagen.
Sky comes now very fast and is taking the benefit of the inside of the turn. EIsel pulls them past the Belkin and the Lotto train. Also in the mix: Markus (Vacansoleil), Turgot (Europcar), Kakhi (Champion Systems) and Verboven (Euskaltel), who pushed Kakhi away from Hendersons wheel (Screw you Ollfardh!). Boonen just a little bit behind, trying to reduce the gap.
1500 metres to go. Boasson Hagen now in the best position. Barry Markus behind him. Kakhi picked a new wheel. Boonen already cracked.
1000 metres to go. Kakhi goes, but is already fading. Paul Martens now behind Markus and also Henderson in a good position.
With 600 metres to go Boasson Hagen launches his sprint. Kakhi is now in fornt, Markus is coming strong. Henderson is a little boxed in. then there are Martens, Verboven, Bos and Robert (Lotto)
300 metres to go Boasson Hagen is just about to pass Kakhi.
Henderson and Markus are pulling everything out now.
Boasson Hagen can just hold of the Kiwi. Kakhi just comes third. Verboven got almost on the podium by staying on Henderson's wheel. Top favourite Boonen just got in the top ten.
Tomorrow is the stage with cobbles, a shake up in the GC is to be expected, so tune in tomorrow around the same time!
