Here are the Wildcard round 2 results.
All wildcards accepted except the following, they're on hold:
Brabantse: Cannondale, Euskaltel, Sky, Trek (2-3 to divide amongst them)
Liege-Bastogne-Liege: Lampre
Dauphiné: Lampre
For round 3, you can apply for any race you want and send extra motivation if you made the list above.

So, Garmin, Tinkoff and Androni really need to send in their wildcard applications soon or else it's only WT for you.
Secondly, due to the lack of reporters, I would recommend for next season parts that there will be smaller or no previews (except for the big races) and that the reports themselves can be shorter as well for the more boring stages.

If someone had the time to convert everything to PCM11 then I will be available, but that probably won't happen... 
EDIT: Though I can try and convert the database, we would then only be racing with outdated graphics and routes

But about Androni.... they arn't WT and they hvn't applied for any races so what happens with them?
Also i hope you're not still waiting because it's been weeks and multiple extended deadlines. They've miseed out somove onwards so we can start doing proper Break stuff before MG Transfers otherwise it's gonna be another month

So, tomorrow I will look through the HQ's to give points to managers and riders, make sure to get any stuff you want in done in the next 24 hours.
Secondly our guast reporter for the Continental Championships had to cancel, so let's just do it ourselves. If 3 people take a continent, they only have to report 2 races and it can be done somewhere in the next few weeks, let me know if there's any takers

Need a break from judging, so here are the full rules for upgrading already.
For this round of updates, I’m trying to address 3 concerns you have given me in the offseason. First, I want to get some more balance rather than focusing on 2/3 stats. Second, I want to give younger riders more chances to progress, as it was going a bit too slow if you have many. Third, it’s time for custom riders to go over 80 on a stat if they want to.
I will be reintroducing “support stat package” of +1 to Flat, Acceleration, Stamina and Recovery. It can only be used once on a rider because it’s kinda good. But here’s the catch: for custom riders, you can only use it if all your stats are 60 or above, if not, you will not be able to buy this upgrade!
Highest stat means highest of those 4 stats involved.

For young real riders, the natural progress will be increased to 4 stats age 18-20, 2 stat age 21-23 and 1 stat 24-26. Furthermore, for the youngest riders, you can already upgrade one stat during each season break. Remember, natural progress only works on stats you haven’t upgraded before and once a rider reaches 80 on a stat, he's no longer available for any natural progress.
Last of all, increasing a stat from 80 to 81 for custom riders should now be possible. Anything higher than that will be nearly impossible though.
Like last time, you can only upgrade the same stat twice on a rider, but I’m making an exception if it’s below 60 so everyone can try to catch up a bit. For custom riders you need to be at 60 or above for all stats if you want to use the support stat package.

Ok...lets take my custom rider Paul Rosanski as an example.
He should be 18. He has stats below 60.(i think) His highest stat is 75. How expensive is the support pack if I want to buy it for him? I would need to upgrade the sub-60 stats on at least 60 to get the upgrade, right? Also if I buy the sup. stat upgrade for him, ca I still give him 4 stat upgrades for free?(since he is 18) Also, stat progression upgrades are free and other upgrades cost points, or did i get this wrong? Also, are there downgrades?

I'll answer you two togerher, as it overlaps:
Paul's first part is correct, he will have to get his -60 stats up to 60 first, after which, then you need to get the "highest stat max 75" support pack for an 18 year old, which is 150 points.
Natural progress, which is free, is only there for real riders, not for custom riders. For the youngest group 18-20, you can already get 1 stat +1 this break, another one the next break, and the last two in the offseason, provided that you haven't upgraded the stat by then.

why then introducing a support pack, when there is no natural progress for custom riders. It will take seasons to get my riders on 60 in every stat. Or did I miss something?

Only if all stats are 79 or less
Can take a stat from 79>80
Only one-time in the whole season, so i assume it will be available with the exact same restirictions in Break 2 and End of Year progressions
Can use normal upgrades alongside the package
Natural Progress:
Zero cost
18-20yo's get 1 free upgrade in this break
Zero restrictions other than age
Can be used on any level of stat
Normal Upgrades:
Only upgrade a stat twice eg. 68>69>70 or 74>75>76
Unless it's under 60, then you can go eg. 55>56>57>58>59>60 for a cost of 100 for an 18yo?
Otherise all stats are at the cost in the table

You did, look at the low cost to upgrade the lower stats. Consider it a gentle push towards more balanced riders, while the people who already had a balanced riders can immediatly start spending.
I was even thinking of not allowing 75+ upgrades as long as there were 2 stats still in the 50's, but that didn't make the final rules (yet? ).

Good for letting me know I need to clarify some things! (will edit them in as well)
1) For the support stat package, the max stat means max of those 4. The other stats do not matter, only FL, ACC, STA and REC.
2) Natural progress, as last year, riders with a stat of 80 or higher are excluded. Again something I missed when writing the rules down.
3) Yeah, I hope the table will be easier to understand then the multiplier. I liked the multiplier better myself, but it could get complex indeed.

I just hope there won't be more rule changes this season. The rules change more often than those in MARS' initiatives...
I don't know if others have this problem, too, but I can't proper plan for the next seasons if the rules are constantly changing.

Well, as this is only the second season, I try to make adjustments according to people's concerns. The rule changes all come from issues adressed during the offseason. If something doesn't work, I try to change it, and for that I have to make changes to the rules.
If you want a game you can plan upgrades perfectly, go for the man game
