I have won with Betancur, but he's not a custom rider, so I thought the benefits didn't apply, plus he hasn't much that's low enough to upgrade 
As for updating Peeters, he didn't have enough points for an upgrade |

You could've improved RES to 73, it's free.
If a PCM 11/PCM 12 player reports a race where Peeters is in, Peeters will be really bad
