Let me try and help (and also make sure i understand it myself)...
1) Everyone submits a list with nine slots. Each slot has a position in the team, such as leader, super-dom, water-boy etc. And each slot can has multiple options.
2) The Rider the randomly generates an order for the draft
3) He conducts the draft using a serpentine system. So Round 1 he goes down the Slot 1 lists and assigns each team their first available pick. Round 2 is Slot 2. Always giving the first available pick (unless you sign Voeckler, Ballan or Sanchez when you automatically get the corresponding low average rider)
4) We race

@ Jesleyh - Thanks for that. 
What the ManxMissile said is pretty much spot on.
The 1 change being instead of a list of 9 (technically 27) being submitted I am thinking of just asking for an 8 rider list (technically 24) and spot 9 will be filled in by me as this rider will be of a low average so the range requirement will be met.
or
People can send in 9 rider lists as long as the ninth rider is the lowest overall average rider and makes the range of riders 70.0000 or below. |

I wouldn't get involved at all, it's much better if people take care of their own team. If 9 rounds of draft is too much, have the draft in 3 rounds of 3 riders or something. If you start with high riders, you have to make sure your last 3 are really low or you'll lose the good ones. This would make the game far more strategical and interesting.
Changed my sig, this was getting absurd.
