I think they're still open. You can't get in the U25 team at the start, but you can end up in the CT team of your choice, and possibly transfer to U25 Team next season.
NTTHRASH will do some reports on the guys on the CT teams as well.
So I think you can still applicate for that, still open.

Jesleyh has the idea. CT team applications are now open, so no one is locked out. Also, you will be choosing your team after signing up. Hope that clears things up.

What exactly will the interaction be for the riders in the CT teams? Can we also negociate things like better trainers and stuff?

@Ollfardh: That is a valid question. Those not on the team will gain points for stat increases, and will communicate for contracts/interviews and things of the like. However, those not on the team may not receive personalized training and development as often.

Sadly, the stats can't release until PCM13 is released. This is due to the fact that stats have changed a little. I am building a template though...

Yeah, they need boosting. Every stat +3. At least from the U25 team (Not exactly, balance should be kept, guys completely unable to climb should stay like that, I especially mean the main stats, but you get the point).
Also, wasn't the team supposed to get 20 riders? Or are the guys riding in the other CT teams included as well?

The CT team riders are posted there as well. Also, That what I was thinking, as the riders won't compete with the stats there.

I'd say the top riders about 67-69 AVG, and the worst domestiques about 61-63 AVG, to make the team more balanced and capable of achievements, and everyone at least a bit useful.

+3 as a general rule should work, f you want to get over the first season with some Top5s as well 
Especially with 0.3 development, it could take ages to be useful for some guys otherwise.

I would probably raise the flat stats of all the riders as a stat below about 60 and they will be dropped from the group fairly easily.
