Devenyns is a really underrated rider I think. He's good pretty much everywhere. Climbs, short hills, cobbles, he's always doing well.

So the pace maybe isn't very fast, but is enough to discourage any attacks so far. Plus the points jph made

Yes, because the breakaway are on a flatter section, therefore they are travelling faster than the peloton and are pulling away.  |
