It's possible. Not likely, but possible.
In truth, there's no doubt in mind that anything other than Riis masterminding the doping program on that team is extremely improbable.
Besides, if we're to believe the media who originally reported that Schleck had payed Fuentes money, they also said at the time that there are witnesses of Riis and Schleck together in Madrid at the time.

I thought that Schleck was originally suspect because they thought he was "friend of Brillio." Not saying that Riis WASN'T involved, but I would not be surprised if Basso WAS. |

It's even more unfair. "Innocent until proven guilty" is not even that lame.
But usually when commonly sensed people accuse X or Y of being a dopehead, there's no smoke without fire. |

hey i know there are riders in the peloton who dope and the sooner they're caught and sent on their way the better for cycling, but even if the smoke about rider X, Y or Z leads to a positive, you can't be sure that just beacause there's no smoke about rider A,B or C that they aren't "doping" doesn't mean they aren't. I bet that some riders have doped their whole career and gotten away with it

And sometimes there will be smoke where there is no fire. The smoke will come from former dopers, annonymoous sources, quasi science and broken logic. |

You probably have a lot of examples of people who didn't dope but broke all rules of science ? Of riders who had Ferrari/Fuentes/Cecchini/Conconni/Mabuse as their doctor but only for training schedules ?
