So is this retroactive or does it start now?
If I remember correctly, it was EPO he tested positive for, right after winning the italian TT nationals.

Oh no, not all other cases at all. In many many cases the guy keeps riding, so if he's suspended the suspension is in full. In fact, nowadays most cases are like that, the guy keeps riding until the final decision is issued.

he was on the Rabobank squad for Rabo's first professional season, and more. later he was a teammate of Riis and Ullrich in Ullrich's young days at Telekom. Then he joined Riis' team. where he's been riding for 10 years.

Not only that. The reason he started in the anti-doping fight is that he refused to serve in the military so was given a choice: work for the anti-doping labs as community service, or go to jail.
That time he chose community service.
