Some suggestions:
Jasper de Laat (Metec) could use a general boost after a good Volta ao Alentejo (3rd GC), a 15th place in Volta Limburg. Especially his HI could use a bump. Also his potential could use a bump. He was still racing in the amateurs last season and he's shown serious progress.
Adriaan Janssen (SEG) could use a COB boost after winning the (amateur) Omloop van de Braakman. On the other hand, I think his sprint could be reduced. He's someone who can do decent TTs, hills and also cobbles, but I don't have the impression he's a sprinter.
Jan Maas (SEG) should have a FTR boost, he's probably one of the most (if not the most) attacking rider in the Dutch CT circuit.
Fabio Jakobsen (SEG) should have a COB boost after his Slag om Norg win last season and a FTR boost after winning the Ster van Zwolle from the break.

I think you need to monitor Awet Habtom closely.
He just joined Bike Aid recently and in their press release, they state they have rarely ever seen such a raw engine talent before.
He was 7th in the Juniors ITT in Doha which you have taken into account. According to his team, it was the first time he ever sat on a TT bike, without any idea how to position himself.

Then he had a good Tropicale Amissa Bongo which gave him the CT contract, and now in Tour of the Alps, you can clearly see his progression even just over 5 days, adapting to the intricacies of riding in a big peloton for the first time.
After struggling in the first 3 stages, he improved to 60th in stage 4.
He made another step forward yesterday, finishing 37th in a group with Cataldo, Montaguti, Bongiorno and Cattaneo.
Not bad for an (allegedly) 19 year old in his first ever mountain race on a really tough stage, and certainly not a 60mo effort.

Jérémy Lecroq could be in for a boost. Maybe his sprint should go up a bit (but I guess you found that out already based on Dunkerque), but I'd also give a boost in support stats based on RvV U23 (needs to survive HI and COB), Tour La Provence (5th in a hilly stage 2, where he sprinted to 5th and first of the peloton) and ZLM Tour (echelons made it a tough race)
Rick Ottema could use an overall boost, given that he's the leader in most races for Baby Dump and has recently won the PWZ Zuidenveld Tour beating Van Rhee in a sprint of a small group (though from what I heard Van Rhee's protests were somewhat justified)
Jacob Scott deserves a SPR boost based on Overijssel where he came 6th, beating, among others, Vermeltfoort
Nicolai Brøchner could use a small COB boost. The Ronde van Overijssel has some tough cobbles in the route which he managed to survive before his win there.

@jeremyrobin: keep those suggestions coming, we use most of them! For Vanhoucke you're right with RES, with REC there is further investigations on the rider type needed, as none of the mentioned results would be majorly drawn by REC and often younger riders develop more realistic with lower REC...

More one stage for Alarcón attacking far from the finish and winning solo, thought he didn't won the GC ofGP Beiras e Serra da Estrela , standing behing of three of the riders which where included in a breakway in the first stage.
He has very low stats from what he has been doing, is an upgrade in mind? |

@jpgm: perfect spot, we wern't sure at first because his first big 2 wins came from breaks, but his level of consistency will make him head up to 71/71 with good back-up stats for mid-range attacks (good Acc, Res, Ftr)

Free Agent update (as part of the 1.1)
For the 1.1 there is a huge update of the better FAs included, that leaves especially CT careers with far more realistic additions in terms of potential CT winning material. Also potentials of Free Agents are adjusted as well as many old riders have been cut out.
These changes are mostly dedicated to long lasting careers. Enjoy your rides!
