I guess I would find a texture that looks like the one on the jersey and make a clipping mask, so the texture only is visible on the shapes. Then I would make a gradient effect so it fades out towards the middle.

Another solution could be to download a splatter brush set for Photoshop and then create the texture yourself. Then apply a clipping mask so it will only be visible on the black shape.
I wouldn't add a gradient because then your splatter texture will fade out (lower the opacity of the splatter) and then it won't look "crispy" like on the CSC-SaxoBank jersey. A gradient might be easier to do, though.

I got this shirt, made by froomedog99 iirc... Anyway, this is the 2014 jersey, isn't? Pretty sure i read somewhere, that the team will present a new kit soon.
