Well my plan wasn't concrete at all...

Nothing offensive or something like that, but how do you think to get in the game without even having some plan about which riders you're going to have? You should download DB now and check availability of some riders you're interested in for getting , if you get accepted.
I don't see it as vital at this stage. The 2013 DB may help to give an idea about who is the best in the game, but it doesnt give prospective managers much idea of which riders to target. The main free agents of interest will be newly added riders, or disbanding teams, and it won't be easy to identify who those are until the 2014 DB is ready.

I reckon I have a good plan for the 2014 Season, but it may have to change.

How can you already assume you have been accepted?

Well, you can always plan ahead by looking which country is having a decent free agents and is not much covered in the game. That is how i got the idea for Ukrainian team.

I think you misunderstood me admir. I have a small shortlist of riders I want to get, but since my I plan for my team to be half Australian, I just think that if I get in I'll talk to tsmoha during transfers about the availability of some of his riders.

Well I don't think you need any concrete plans ATM. But I do think it's a good idea to have an outline or rough plan of what you want to do. It helped me in my first season by saying I'd like to go African, rather than just mixing and matching up riders to make up a random team. (Of course, a random team is fully acceptable and the there is nothing wrong with it.) Bottom line, being able to say "I'm planning on having a team from x-country and I'll focus on signing riders from that country. I'll also try to sign riders from country y and country z."
I can't speak on SN's behalf, but that's just my opinion. He knows what and who's best for MG and he'll make the right decision. Talking about decisions, how many new applicants will be accepted?

I think it's 20.
Also I think it's fine to reveal plans If I get in I was planning on doing something like you mentioned with riders from Australia/England and maybe some from Italy.

As long as you stay away from Ireland, that's okay. Because i'll need all of them i can possibly get, if my idea of an Irish team should work out.

THere is already a half-irish team ;-) And I think the brit-teams generally have hired irishmen aswell :-p
When it comes to the number of applications accepted it is not a set number, but around 20 is right as Cycleman wrote.

I would point out here - that what we are looking for is not someone to 'plug a gap' for missing nationality in the game. We are looking at general quality of application and that some thought goes into teams.
As SN has said please ignore greedy and arrogant managers saying 'hands off this nationality and that nationality'. In particular those that are not currently part of the game!
So really the key factors are what can you contribute to the ManGame, will you stay active are the two major factors.
You can build your team how you like with 25 different nationalities, though some sort of theme would be nice I guess. The theme could simply be I would look to sign a couple of strong sprinters and develop the best northern classics squad the wold has ever seen, for example. You are going to get competition no matter what type of team you choose to construct.
Also you have absolutely no obligation if accepted to stick to your team plan once accepted and closer examination of the database. So really do not worry too much about gee I wish to build a ( insert nationality here) based team but I do not want to upset (insert manager name here) person. Do what you want!

Nah, that was not my point. I was talking that you should have some rough plan of which nationalities or which type of riders you're going to aim for that transfer season. Of course you can't make full squad right now, but just some outline or rough plan could help alot, just as Avin or Aidan said.
And nothing wrong with having a team with multiple rider nationalities, of course.

Based on my recent form I might think about bringing some riders over from MMG.
