Seeing as many managers don't know how stats work, I thought I'd be helpful and explain (as best I can) my understanding of how it works around here. I know it would have been a great help to me last transfer season to know how it worked, as I'd probably have kept a great deal more of my original squad, etc.
Riders, like in PCM06 and 07 have the stat levels. 1,2,3,4 and maxed at four.
Each time a rider races one day, I believe (don't quote me on this) they gain 2 experience points. Total 100, and your rider will go up a level (if they began with 0 experience). So if a rider races 50 days, they gain 100 points. Once a rider goes over 100 accumulated points, their experience level goes up (from 1 to 2, 2 to 3, 3 to 4, or 4 to maximum). At each of these changes, at the end of the season you choose in which area the rider should be trained.
The amount of stat gains depends upon the experience they are moving to and the potential of the rider.
To clarify, a potential 4 rider moving to level 2 will gain more stats than a potential 1 rider moving to level 2.
Likewise, a rider moving to level 4 will gain more than he gained when moving to level 2.
The areas you can decide to train the rider in are:
Fighter, Hills, Stage Racing, Sprinter, Time Trial, Cobbles and Climber.
This increase in experience levels should not be confused with training that has appeared this year.

when a riders stats are maxed out at 4 what are the stat gains. I think Dave said that maxing 4 gives the same stat increase as level 2-3. Is that Correct?

Oh yeah, Stat gains are only applied at the end of the season (pre-renewels). So riders don't go up stats half way thru the season. Just in case any new managers thought that was the case. However, that does mean that some riders can potentially go up two levels in a single season.

If you mean the training post transfers, thats applied post transfers. This is talking about stat gains from experience.

That you do before the season starts and the stats will get increased directly.
