Lampre, yes. he finally won in 2006 a stage of Paris-Nice.

I think the bigger question here is: is he the "top rider" or is something else going to happen?

Yeah, I was naming the GC
Landis won the GC ahead of Vila and Colom, so by your methods of deduction, Colom won the 2006 Paris-Nice
EDIT: and just for info, in the stage that Vila won, Landis came 2nd and Sammy Sanchez Gonzalez 3rd, so again by your method of deduction, Sammy Sanchez won the stage
