If I download the game by Steam, will the patches be downloaded automatically then?
And where should I put downloaded jerseys?

Yes, steam patches the games automatically if you are online.

DERP, I meant a jersey 
And what is the difficult folder named, I didn't find it. It was racestatcoefficient in 2013. But I don't seem to find that one in this years editor

If you are talking about the downloaded files of the jerseys, then you don't need an editor, just replace the files.
If you want to add jerseys which are not in the game yet, then you have to use an editor. You can edit the db or your career or both depending if you want to change it for all future careers or your actual career. But there should be plenty of instructions how to do it.
The difficulty is in the table STA_race_difficulty. Look the column headers to find out what each value is used for.

I think you misunderstood the thread you linked. The difficulty factors have to be set in a table in the local.cdb and therefore apply to everything in the game.
But normally you don't have to edit the difficulty. You can change the difficulty in the options of the game. |

I was pretty sure that Admir was wrong but since I don't have PCM 2014 yet, I cannot check myself.
Have a look in the installation folder (C:\Program files\...\PCM 2014\...).
You can use the search to find the file. (That box at the top right in your picture, just make sure to navigate to the installation folder or to C:\ first) |

I was wrong, indeed. Apologizes. It was there for years and they now decided to delete it...
Anyways, it's in Installation Folder/Database.
