Assuming you all saw my diva comment on Bikex's thread, you know what I'm doing here.
INTRODUCTION
This league will consist of a completely new rider database, riders you've probably never heard of before. No longer will Froome and Quitana be the names on the podium top at the Tour, but instead Ponce, and Lemay duking it out atop the Alps. It'll be like a whole new world, a new beginning for cycling and its followers.
RULES
The rules are pretty simple overall, so I'm going to bother making an organized list. Generally, When making deals and such between teams, I need confirmation from all parties, no trolling/hateful behaviour is allowed, and always remember, it's my league, and therefore I have and reserve the right to stop any activity that I believe malicious/unwanted, and I am the end-all on rules and decisions for the game. If anymore clarity is needed, let me know.
What you'll be doing
First step: Sign up! Who knew?
Seriously now, get a team+sponsor, and a jersey(if needed, as I have all the PCM.Daily ones on file already), then submit your team application in this form:

If you think of any other applicable things, include them as well.
The first 18 people to sign up will get World Tour status, and any subsequent joins will be CT league. If enough players join the game, then another, middle division will be added, and a randomizer will select the PCT and CT teams. After sign-ups are over, the official DB being used will be released(ignore the teams listed, they'll be changed) and then a period of silent auction will begin. Any rider in the DB may be bid upon, until the deadline ends. To bid, you will simply PM your rider desired and bid value in a PM addressed to me.
BIDDING RULES
1) DO NOT bid on riders that you don't want.
2) The highest bidder will receive the rider at the end of the transfer period, unless that manager cannot afford him.
3) If a rider isn't claimed due to the above condition, he will take a spot as a free agent.
4) Trades and deals must be made after the bidding ends. This is for my sanity, my apologies.
5) Please only bid in increments of 5. My head will literally explode the first time someone bids 34 or something stupid like that. Your bid will be discounted should this idiotic action be used.
6) Communication between managers is fine, but do not make the conversation with notions of cheating/malicious intent. Unfair advantages/disadvantages may result in penalties.
After bidding is done, the Teams will be announced and the scheduling starts. Wildcards will not be a factor unless a PCT division is created. I haven't quite decided how this will work exactly, but the race selection will be in race "sets", with additional one-offs available.
Trades will be valid through out the entirety of the season. And important to note, at the halfway point in the season, there will be a chance for team managers to buy out rider contracts if the offer is good enough. Meaning, a mediocre team can turn it around and climb the rankings with one buyout, be careful!

You will select one of these 5 budget options, with each having its own benefit.
-Budget=1500; Requirements=Top 3 in any race
-Budget=1750; Req.=Win any classic
-Budget=1825; Req.=Win any stage race, top 3 in any classic
-Budget=2000; Req.=Win any monument
-Budget=2200; Req.=Win any GT, Win any classic

SLIGHTLY MORE BIDDING RELATED STUFF
During this first bidding, bids will win so long as they are valid.
There will be a second round, in which the rosters will be revealed as they stand, and then one more period(with your new budget) will ensue.
In the instance that your rider requirements/budget is not met, action will be taken to correct this; generally by removal of riders. If you don't have enough, your team will be filled with U25 riders from your sponsor/home country.
Place all bids by PM.
Preferably, send your bids in one message, but a couple individual bids are fine.
Bidding opens very shortly; get ready!

My only problem is the jersey. I would definetely need somebody to make one for me, but I fear that all of this is not gonna be very big.. (or am I getting this wrong?)
So, you spoke about the PCM.daily ones.. are those the old ones from ManGame? Or some other ones? Does this mean we should take a team from these? I would totally take a look at it to make things easier...

I had no idea that there was some huge topsecret jersey database..
however, after searching the graphics forum, I found the Gazprom jersey by Deksel (is that what you meant?)
Really like it, so I'll stick with Gazprom.
I'd just like to keep the option of adding another team sponsor, because that will depend on how my non-existing jersey maker qualities will work out
