Countered goals:
Easy goal: Top 10 GC Tirreno
Medium goal: Stage win De Panne
Hard goal: Podium GC Tour Down Under
Changed my sig, this was getting absurd.

You don't have a choice, all WT teams must start in WT races

I know, I meant it like it's always lottery there, so we hate this goal.

I've got a stage win in australia and a top 3 at milano san remo as a goal, and our only half decent sprinter is a certain tyler "sometimes-great/mostly-awful" farrar.
Oh well, i'm kind of thinking Dan Martin might save us at least once, although i really don't wan't to waste that many race days on smething as unimportant as STDU.

and Paris Nice will be difficult, too.
Just look up who his supposed to perform there (well, look at the sponsor goals:
Movistar | Top 5 | Leopard Trek | Top 5 | Omega Pharma | Top 3 | Team Sky | Top 3 | Belkin | Top 10 | Saxo Tinkoff | Top 3 | Lotto | Top 10 | Garmin Sharp | Top 3 | Cofidis | Stage Win | Argos | Climber Jersey | FDJ.fr | Top 5 + Stage Win | Cannondale | Top 10 | Euskaltel | Stage Win | AG2R | Top 5 |
Yes, everything for Paris Nice. The startlist will be scary |

Movistar - Possible, but would have thought TA as a better choice
Leopard - Reasonable goal, expected
OPQ - WTF? Seriously! Chavanel only hope, and a Top3 is only real if you play as him
Sky - Should have been a Win
Belkin - Reasonable
Saxo - Not when combined with TA
Lotto - TA will be a weak squad
Garmin - Over ambitious
Cofidis - Perfect
Argos - Alright
FDJ - What do you expect for the top French team
Cannondale - Guess where Sagan is going
Euskaltel - Good
AG2R - Tough one, but French so ok

If your smart you send Kwiatkowski to Tirreno. Chavanel gets nationality bonus remember. Send both to the same race and you are wasting race days.
Chavanel comfortably gets enough time on the TT and hills. You then find he clings onto a decent group in the mountains, and ends up with a good GC position. Yes Kwiat can do the same, but Kwiat can also get a good GC in TA, whereas Chavanel cannot.
Perhaps it's a risk splitting them, but with the expected mental PN startlist you will be better off sending them to the different races.
Trust me, i am an expert of OPQ and Chavanel
