It matters to his CQ Ranking , and if I know correctly on this one the pro teams ( like MTN ) will be decided to promote to WT or not .

I'm guessing that wt ranking and cq ranking are different just like in game so it shouldn't effect his cq ranking.

What happens to the winners points in terms of wt rankings if he is inelligible? Do they go to he first rider from a world tour team or does noone get them?

CQ Ranking has no effect whatsoever on promotions in real life. It's an independant ranking, no connected to UCI or WT in any way, shape or form.

I wouldn't be surprised if Sagan would win the Rankings this year. Maybe he won't, but he totally deserves it, the way he's riding around lately.

New standings after the Volta Ciclista a Catalunya and Gent-Wevelgem. Sagan takes a huge leap in the invidual rankings, Sky continues to domintate the team ranking and Spain is first in country ranking.
No surprises so far.
