There are 5 clear candidates who meet the description just in the top 10. It's harder in the Klasika, although there's Bernabéu in the top 5.
Of course, they might as well have finished out the top 100 for all we know.

Santi Pérez, Ezequiel Mosquera*, Ángel Vicioso and David Blanco, plus Tino Zaballa.
*I find it very unlikely that Mosquera is one of them, but he does meet the description, unless you don't consider Xacobeo a 2nd tier team.

Has anyone posted news about the accusations against McQuaid regarding the Tour of Beijing and the radio-discussion?
Apparently, VeloCast have evidence that Pat McQuaid has threatened all ProTour teams if they did not attend the race. Their ProTour licenses would simply be revoked. VeloCast claim to have evidence (e-mails) from Pat McQuaid to the teams' sponsors regarding this.
