Firstly, Id like to point out to all managers that this season hasnt ended yet
Id like to remind you all that agreeing on transfers, or making offers on riders, outside of the 2 week transfer period is against the rules.
And at this stage, inquiries about a rider's potential availability should only be made in public, on team media threads.

May I ask why?
I've been inquiring about riders earlier (I will not do it more now before the transfer season starts), and I can't really see why this is wrong. If any deals are made they are not cut in stone anyway and are open for change.
It's also a nice way to plan ahead to make the team you might want, as the transfer season can get messy and therefor it would be nice to have some idea before jumping into it.
Anyway, I will abide by the rules, even though I don't always agree with them

It is probably partly down to the renewels phase - really I am guessing if you do not want a rider you should really be not offering that rider a contract. Rather than keeping the rider (on perhaps a deflated wage) and using him as an asset as part of a deal that you have already agreed.
I confess I have made some inquiries about the availability of riders and thought about how much I would like to outlay for that rider. Though as Heine says nothing is set in stone. This has been done in private messages.
For the record here and now - I have inquired into the availability of Andre Greipal (Bbox), Boy Van Poppel (Unicredit), Allan Davis(Quiksilver), Matt Goss (Bacardi) and Mattao Priamo/ Daryl Impey (Yamaha). I am looking to slightly improve the sprinting ability of my squad, particularly from the South African/Australian areas.
Oh and I believe I asked Roman about the availability of young Aussie Glenn O'Shea.

The most important reason is that it is not fair on other managers if others make pre-arranged deals amongst each other. You say theyre not set in stone, but some of them will be.
Also:
2. The season isnt over yet
3. You dont know next seasons budget
4. You dont know what the wages of your riders will be
5. Not all managers who will be involved in the transfers are even in the game yet - i.e. the new ones who will join
If you want to plan ahead, post inquiries about riders in team threads, only after renewals should you start to become more secretive, if you must - but NO DEALS must be done, and NO OFFERS must be made until the 2 week transfer period.

When the transfer season starts, you can agree on transfers to your hearts content, privately or as openly as you can be. Until the transfer window opens, the most you can do is think to yourself about who you'd like to buy, or sell. And then put up a HQ post about transfer rumours, hinting at those people. But no contact with another human being discussing any possibility of a transfer.
If you're in doubt of some action, it's usually wrong. That's the given rule. And if your name is SotD, anything you do is wrong

You're not allowed to make any kind of transfer talks before the transfer season. You can ask about riders in public, but not in private, though.
It's difficult to make rules about, though, but we encourage everyone to follow the rules.

I suppose so, as the second continental division managers are not a part of the main transfer season itself. I think it's more the meaning that we should just observe the market, but not make any involvements at all. I don't know whether there is an extra transfer season with less known riders, or that we just get riders into the team from our nationality, but he said that more information would be given in a months time

With only 1 team nothing having started renewals (and not most likely to start soon due to Uni), are we allowed to start PM'ing? Mostly asking because i'm in the middle of my exams now, and i would like to spread things out for myself.

If you bold the more important line:
NO OFFERS must be made until the 2 week transfer period.
then perhaps its more clear?
Right now you should only be signalling interest in riders, or suggesting riders you might like to sell, and Team HQ threads are perfect for this.
