Okay how about this?
UCI should make a list, a network of clean doctors. Cyclists and teams can only go see those doctors. It'd be difficult setting it up, but I think it could work... |

I'm kinda confused as to that logic. But I've never really thought of power meters impact in races.

It's hard not to if you're watching a race including Froome. The guy is literally looking at his power meter each 5 seconds, it's really irritating.

The problem being all the doctors who haven't been caught yet. If the UCI adds them to that list then they turn out to be 'dirty' then the riders who were already going to him or who went there under the advice of the UCI now have deniability regardless of what was being done - the UCI had sanctioned it after all!

I dont think this was posted before but JoaquÃm RodrÃguez is thinking about doing Giro and Vuelta instead of Tour and Vuelta.

But sportsmen need to see a doctor like a dozen of times per year, even if they're not specially ill or sick, etc. And contrary to team sports, cyclists don't necessarily have to live near their employer's home town, so it'd be difficult.
What UCI should do is award licences to doctors, but those on the list in the article shouldn't get it. Riders or teams caught working with non licensed doctors, be they haematologist or gynaecologist only conducting training sessions or writing training plans, should be banned for some time and heavily fined, and the doctor too.
Of course my example with a haematologist and a gynaecologist is so ridiculous that things like that will never happen in cycling. Oh wait...
Fun thing is that Nibbles himself is using his power meter during competitions.
I'm all in favour of that ban (I mean the display part, not the registering one) during competitions, but I wouldn't see a reason why they should be banned during training, which seems to be Nibali's stance. |

Look, there's no need to look to deep into it. Cycling's a simple sport. Riders pedal around for 200kms and at the end the team that has Ibarguren as doctor wins. Simple.
1998, Festina dominates. Ibarguren. He leaves, none of them do shit ever again (Virenque, Dufaux, Brochard, etc. etc.)
1999 he's at Lotto. Tchmil at 36 years old goes from average pack fodder to classics superstar.
2000 he moves to to Banesto. The time when their army of climbers comes out of nowhere. Osa, Menchov, Piepoli, and above all that ridiculous 2001 season by Juan DomÃnguez DomÃnguez, to this day known by cycling fans as "who?"
2002 he moves to Saeco. Oh look, Simoni who at 29 years old was a fiasco is suddenly dominating the Giro year after year. Then 22 year old Cunego has an outrageous season winning the Giro plus Lombardia and a bunch of other stuff. Of course when Ibarguren left they immediately started fading. Simoni had a bad 2005, Cunego was never the same again...
2005 he goes to Euskaltel. Oh look, González who's done nothing for years since he got in deep in the cocaine suddenly wins the Tour de Suisse. Meanwhile one of their painfully average domestiques wins the Dauphiné. Yeah, nothing suspicious there. I have to wonder what insanity Mayo would've done if he hadn't spent the year struggling with severe knee injury.
2006 he goes to Saunier. In his years there Piepoli reached his peak, Cobo became a star, Simoni rose to a second peak at age 36 or so to be the 2nd strongest in the Giro behind alien Basso, Riccò becomes a star...until they were busted for CERA at the Tour of course.
And of course the silliest one of all, 56kg Marchante became not only one hell of a climber, but a time triallist too. MAGIC!
Remind me again what Marchante did afterwards? Oh right, nothing.
He even managed to bring Mayo back from the dead with good performances again despite still having an injured knee....until the positive of course.
2010 takes a break, 2011 goes to Lotto. Can you think of any Lotto riders who had a surreal 2011 and sucked afterwards? Gee, what was the name of that belgian guy?
2012 goes to quickstep. Boonen was considered past it and as good as gone, the team as a whole had sucked in the classics for a while....but lo and behold, Boonen returns mightier than ever in the cobbles with several wins topped by a ride for the ages in Roubaix. Even Niki fucking Terpstra the most obvious dutch doper since Johny testosterone Hoogerland won a world tour classic.
The guy has a magic touch, he does. That's undeniable.

Well, I think many riders would give a leg for what he won in 2012. The rest of the season was subpar indeed, but I guess it takes time to get used to a new fuel. 
Oh, and Fuentes and Ferrari, among others, aren't happy with that very Linekerian first sentence.

Alright, then let's go with an example who stayed on the team for 2012.
Vanendert was nearly KOM at the Tour, won a major mountain stage and was a near 2nd in another. Take away the time he lost on purpose in flat stages and babysitting Gilbert and he'd finish 6th overall.
All this without winning time in any breaks.
How'd his mountain climbing go in 2012 without Ibarguren? Oh right.
