I was just investigating Stage 21, and the only way you can seem to use Cyanide's Champs Elysses is by having a stage which is a minimum of about 50km, which starts right outside the Champs Elysses. Im not sure if its possible to change that.
Okay, so the way I saw it there are 2 options for the final TT.
Go for a realistic profile, but have a generic finish.
Have a slightly less accurate profile (pretty much entirely flat), but have a Champs Elysses finish.
Personally, I think a Champs Elysses finish is more important, so thats what Ive done. (It has to be flat, because even though in real life the Champs Elysses is not entirely flat - Cyanide's version is). (And while the profile slows slight changes, they are not noticeable in game)
What Ive done is taken the Champs Elysses, and drawn roads over it - and it works.
