you pay 25k to have *one* rider to be signed to a dev team to get them developed. You can send in a list of three riders of which the highest available one gets assigned to you when it is your time (after the draft etc)


Ah ok, so 25k for one rider. What do you mean by "assigned to you when it is your time"?
He will ride for any of the dev teams, right?

Yes, he will ride for one of the dev teams (either you can negotiate which one, or MGUCI assigns the team). I think they're picked in reverse order of priority, but not sure.
You can then offer this rider a contract during next renewals, as if he had been riding for you.
