Level 2 when they reach level 2. So you will take the shortest possible path from level 1 to level 2 using level 1 rates and then start accumulating at level 2 rates.
Race sequence doesn't matter.

Perhaps the one exception is that the 20 points for Avenir (if you nominate your riders) always go first. And then, as you said, it doesn't matter in which order the races are, it's just going to be the most optimal path.

Can a rider go from eg. 2.15 -> 3.50 in a season, or will his XP scoring stop at 3.00? |

This is possible indeed. Can go up to 3.99 in theory. Would only stop there as going from 2.x to 4.x in one season is impossible. |

Do we have to plan a rider's races so they don't get over the level cap, or can they ride as much as they want and as soon as they reach, for example as a 21 y/o, 2.99, the races just don't give any XP anymore?

Perhaps an academic question but can the Avenir XP be split up if that is what is best or is it always used as a block?
For example, a rider could potentially go from lvl 1 to lvl 3 if he gets 10xp at lvl1 and ten xp at lvl 2...
(sorry, I think too much...)

Avenir XP are always added first according to the rules, be it optimal or not for the rider. I'd obviously also prefer using them once the rider reaches level 4 (being in CT), but according to the rules they're added before anything else.

How are the XP for one day races counted: The actual race days (=1*XP) or the Race Points cost (=2*XP)?

Could anybody yet to send in their statgains PM please make sure you put your riders in the order given to you in the PM - had my first one where they weren't and it's even more annoying than the tenured managers who make over 10 mistakes spelling the categories, because this issue doesn't let me do any copy/pasting at all 
But also it's a lot more understandable as I don't think it was specified in the PM so don't worry if you did this I'm not annoyed with you
