It was a combined national championship (four countries with too few riders to have their own national championship). Sagiv was 'only' fifth in general, but he was the first Israeli rider to cross the line. This means he is the Israeli champion and will wear the special jersey next season, so I think cio will not be too disappointed

His future is perpetually uncertain, but his Dauphine stage win and this NC success definitely show his worth.

You don't quite understand, he won the Israeli championship as the best finisher from that country regardless. 
Winning the race with 10 minutes of advantage wouldn't have changed anything.
And he has 60 TT so last is appropriate and entirely irrelevant.

Frankovic goes back to back. Checks off another McCormick milestone with our first win in a race not rated flat (yes it has taken us two full seasons)
Perfect course for him, his outstanding RES keeps him in the competition against a weaker field and he has the speed to finish. If it is cobbles next year he might be good enough for the triple on 3 different courses.
Unfortunately, rumor has it that he wants to ride for a more competitive team next year.

Nepomnyachsniy looks like he saved his best TT for the NC
