Signing riders without points

Has there been any update about signing free agent without spending points between 1st of November and 31 dec? It dosen't work for me.. Im stuck without any good climbers..

I don't know about that, but as a World Tour team there should be riders up to about AVG 73 you can sign (from August 1st) without spending a point. They won't appear on the dossier screen (because they don't cost points), you'd have to use the search function. Obviously, those won't be good climbers, but they might have a lot of potential and become good climbers soon-ish.

I am Continental / Continental Pro team, but it dosen't work for me.. Can it be because I have a mod installed?

I doubt it has anything to do with a mod. It doesn't work in the CT, might work in the PCT but if so then only with really weak riders.
