Is it possible to get higher sprint and a little bit lower acceleration with this combo? Also flat is way too high, could use some of those stats in hill.

Potential increases raise the potential of some stats, but lower others, so unless you are just some sort of out of balance, I don't think they are worth the point it takes.
Maybe do it at end of career if you want to win a certain type of race that you never have before, like a cobble northern classic.

i create 10 cyclist and maybe max stat in this combination is:
flat77, mountain77, downhill83, cobble76, TT68, Prolog79, Sprint85, Acc85, endurance78, resistance75, recuperation 78, hill 80, barauder 65
I'm curious about when it's best to do the potential upgrade. Early on or wait for a bad attribute upgrade? Do you miss out on all those big attribute gains in the early levels by going for potential too early or does it even out anyway?

You'll never win a time trial with that guy. Unless it's extremely steep climbing at the end and all of your opponents are going way too hard before that. So it's out of your hand.

I've tested that once. It seemed to me that it evens out, because the game takes into account how big is the difference between the current stat and the max potential.
I think that it makes more sense to do a potential early on level 2. Because you only have to wait for a week or two for another level up. Whereas if you did it at level 16 or later, you'd have to wait for several months.
