You cannot do anything about it in career mode. It's a pet peeve of mine, too, I think it's too extreme. I wrote down the difference between the expected form of my captain (which you see ahead of the stage and is dependent on fitness, weather, etc) and the actual form when the race starts. In 100 races/stages, this was the result:

That it's slightly negative overall is to be expected, since it includes some races where the captain was on a fitness peak. But generally it's too much variation for me. Though the impact isn't as large as it might seem, I've been very successful nonetheless, but still...
In career daily form is linked to your overal form, if they are in or close to topform they usually have a high(er) daily form.
As for a single race/tour yes it is totally random but you can turn if off in options.
Pro Cyclist Mode. Day form is too much random with good fitness (+90%) and form (90+) i have on tour with my GC cyclist in two mountain stages -2 and one time -4 and lost the tour...

For my understanding when the cyclist have 95% fitness and form the daily form must never fall below the value -+0
My solution in that case i edit the values in Cyclists -> Favorite Temperature/Weather.
