60 points for negotiations is what you always get, but the price for negotiations with riders varies, so f.e. for a Continental team negotiating is much more expensive than for a top team in the World Tour. So I assume you are controlling a Continental team, which means getting new riders (especially good ones) is much harder (which is pretty realistic by the way).
Does this mean that you don't have enough points for renewewing them or that they are not shown in the screen where you choose which riders you want to spent the points on? In the latter case there's probably no cost to negotiate with them and you can do it for free (f.e. by right-clicking on them, then there should be the option to contact them).

Do you even have the budget to sign such a rider? You see your budget when you contact somebody, before you spend negotiation points. You can still agree with him, but then you cannot confirm the contract (=hire him) in the email if you don't have the money. If you have the money and reach an agreement, confirm the email and then you can go to the next negotiation and see how much money you have left.
Best to go back to the last weekly save and try again (copy it from the WeeklySaves folder to your save game folder /Cloud/Username and load that save). Personally, I copy my save before I start the negotiations in case they go wrong.
At which point on game your are?
In the phase that starts in May (if not mistaken) where you can start to see how interested a rider is in joining your team
Or
In August, where you can make contract negotiations?
If in the last one, then the total sum of your points can be used to both renew contracts and hire new ones.
