It'll come by time. Some level ups you might experience a +4, which will really boost it of course. It also depends on what kind of rider you are.

the one you wants to specialise in.
is it that one that gives you points after wards or at the current level?
Choosing a specialization during level up doesn´t influence anything except for the stats it increases at that point. If you´re a climber/Stage racer and you choose for Sprinter during your levelup, it doesn't improve your sprinting stats in the future.
If however you choose for potential upgrade, it'll affect future level ups.

The roles completely don't matter. You level up, and get granted the improved stats you choose that turn. Next level up, you get those choose new stats again.
