Now is the time where we should definitely talk about changing the NC system for next season, as besides Abhishek's efforts stuff came to a standstill here. The current system is just way too time-consuming for a too small reward.
We should try to find solutions to make the dead zones for managers which is the "non-active" part of the offseason. Cutting the NCs to big full races, quicksimulated ones or even generic NCs based on formulas is the way to go in my opinion. While thinking about which option might be the best, we should not
I'd rather have 30 more race days on the calendar even than those NCs, from which each most likely catches the interest of maximum 5 managers. We could make the season a lot more attractive instead by opening the doors especially for more hybrid races, or just close the offseason gaps with more frequent seasons to keep the game more attractive.
Also I feel like we are loosing quite a lot of sign-up possibilities/opening the doors for more disbands here. Time for a proper change here imo.

The NCs themselves are a solution to the "deadzone" as you put it. They can continue through goals and renewals if that is what it takes, but ideally they fill the gap now before those are ready.
They still need somebody to do them though. All managers have the choice to be active, in that regard.

What needs to be done? I’ll happily help.
I understand that NC’s fill up a dead period, but I also think we need to find a formula, to make the off season as short as possible.
We don’t we suggest riders during the season? Why not ask people to file whether they want to stay in the game in November (in game). Why not open for applications before the season ends?
Also, managers could make up their future team name a week or so after the last race.
I suspect that renewals sheets are the only thing that couldn’t be planned out and sorted within the race period. Next years DB should be done now IMO.

NC with less that 5 riders might just be simulated.
But the thing is that about 6 reporters do 96% of all reporting, NC or normal.
So as soon as those has other stuff to do, things slow done.
So more important is to call for more reporters than change the NC's.

Personally I'd love Iceland, but as I'm the only manager there better put priority on other races.
Lithuania has a lot of different teams so that could be fun though.
