Pretty sure you can select bands already before submitting goals. As far as i understood: You just won't see the results of band selection before goals are done.

To be fair the last season was a disaster for me and the roster I have isn't that impressive. I need a promotion for 2018 and I need the right riders competing in the right races.
You wouldn't be the first team ever to miss all 5 goals, and turn out OK in the end. Goals are only relevant for your budget, and since everyone got the same wage cap, the budget is for training, buying riders and/or wildcards. My guess is, that you'll be just fine whether you end up getting 300.000 or 1.000.000.

Good job CT managers, who clearly lead the "Goals Sent In" Ranking.
PT and PCT rather slow actually.
Goals really are the next step and before, no decision on bands, budgets, transfers. |

Tbf, they always win. They tend to be more excited about the game just having been accepted.
Then again, how are the other managers not rushing to send in their goals knowing that the faster this gets done the faster we can go to transfers?
