You can't indeed. This requires a zcts file, and this is not supplied with the original game. Most, if not all, community stage makers do upload their zcts files, so then it can be edited manually to your own taste if you want to.

Seems like they constantly make tweaks or layout changes and whether it's gets better or worse seem more or less random.
Also can't understand why there isn't been done much about the pro cyclist mode, i really think it's the best idea they ever had and it could have been something great. But i suppose it will still take a couple years for it to be worth playing.
I read allot of great suggestion on a thread for PCM17 but i can't really see any of them implemented in the game. Next year i won't pre order it until i actually see improvements.

Well, i think pro cyclist mode has surely improved this year! Of course, it could be even better, but i believe it's a real step in the right direction.

I completely agree. 30€ aint much, however PCM 17 isnt even worth the time you need to download & install - also not worth the space it takes on your harddrive

Looks like PCM11 still remains a better option. And honestly this is quite ridicolous.
3d gameplay looks messy, with riders moving back and forward with apparently no reason. Riders reaction to orders doesn't look very straightforward. IA doesn't seem improved at all.
On the management part, the planning of objectives and fitness is twisty and complicated, and not flexible at all (why is it not possible to set two objective in the same part of the season, or to have no objectives in one specific part?)
Tweaking the fitness schedule manually is a nightmare! And even if you're patient enough to do it, there's no save/load function.
I seriously doubt there's anyone at Cyanide actually playing the game they develop..

And do i need to put riders in all races my team joined (in dashboard section)?
