I have edited the contract end for a rider from another team to end in 2012 instead of 2013 but still can't negotiate with him. It keeps on saying the rider is not free, you cannot sign him for next season.
Which part should is still edit?
I've read some threads that contract state should be set to 2 or ending but it seems that it's missing in dyn_cyclist or dyn_contract_cyclist.

The problem with this is that ai teams are offering contracts to the riders i am targeting to sign but i can't offer them contracts.
What's the in-game date? If November, it's too late to shorten a contract and make an offer for that rider. If before June 21st you cannot make offers yet. If it's in the transfer season maybe you alrady have 30 riders signed for next season, then you cannot make more offers. Or maybe you have already exhausted your budget?

It's July 2012, start of signing riders with expiring contracts. I can offer contracts to riders with expiring contracts. However i can't offer contracts to those riders who i edited their contracts to end in 2012, Though it shows the edited rider has no contract for next season (ex, i'm trying to sign Andy Schleck his original contract is expiring in 2013 but i edited it to 2012).
It looks like you need to do it before the transfer period starts. I just tested it (in PCM 14) and when I edited the contract length on the 15th of June, I could make a normal offer on the 21st. When I tried it with the same rider on the 28th of July, it didn't work.
My first idea still stands. Don't shorten the contract, wait until the season is over and move the rider to your team. If you would have paid him more than he currently earns you can edit his wage, too. Or, obviously, wait another season until the contract really runs out.

Ok i'll try to go back a month and edit it there and see if it will work. If not, yeah thats the last option to buy them at the end of the year. or maybe it doesn't work in pcm12. Hopefully it does.
