Pro cyclists doesn't advance to level 2 races

Under 23 Posts: 71 Joined: 25-07-2016 PCM$: 200.00	I've started several new pro-cyclist careers to see if this issue was a corrupted save problem, but no matter how many stages I win, my rider never gets access to level 2 races (strade bianchi etc). Does anyone of you have any idea what the problem could be? (Maybe I'm misunderstanding the rules, and I need to win a GC or a single-day race and stages don't count?)

For advancing to level 2 you have to win a GC or a one-day race. Winning stages doesn't matter for that
