The Axeon rider is U23 national champion of the US iirc, so that's why he's wearing a different jersey.
From the looks of it, the jersey Phinney is wearing is the same as last year, which I added to the BMC pack, which you can find in my thread.
Inactive due to personal reasons.

No, he's elite champion. The jersey he is wearing is like the real life version of PCM's generic NC jerseys. The US champs was very recently and seeing as Axeon's kit is made in Italy, the kit makers have obviously not been able to finish the design, have it made, and shipped to the US yet. 
Expect to see the real version a bit later.
